Victims and the Justice System – Webinar
Lenore Anderson, author of “In Their Names: Victims’ Rights, Mass Incarceration and the Future of Public Safety,” joined OYCR Director Katherine Lucero to discuss why the current juvenile justice system has failed victims, what myths and facts exist, and how to do better. They explored OYCR’s commitment to restorative justice and victims’ services, in addition to how system partners can identify best practices to improve outcomes for victims and youth.
Credible Messenger Mentoring Movement – Webinar
Clinton Lacey, President and CEO of the Credible Messenger Mentoring Movement (CM3), joined OYCR Special Consultant LaRon Dennis to discuss credible messenger mentoring and its efficacy. They examined the necessary components to establish a successful credible messenger mentoring program, explained why it improves outcomes for youths, how credible messengers are recruited, and more.
AB 505 Background and Key Changes – Webinar
OYCR Director Katherine Lucero and the new OYCR Ombudsperson Alisa Hartz, along with other OYCR team members, provided an update on AB 505, which went into effect on January 1, 2024. They shared key changes around the Juvenile Justice Realignment Block Grant (JJRBG) plan requirements and the Ombudsperson’s ability to respond faster to youth complaints.
2024 Juvenile Justice Legal Update – Webinar
David Steinhart, Director of the Commonweal Juvenile Justice Program, joined OYCR Special Consultant LaRon Dennis to update practitioners and justice system partners on juvenile justice legislation and appellate cases from 2023. They reviewed specific changes brought by SB 823 and AB 505, legislative nuances around Secure Youth Treatment Facility caseload management, and several significant cases impacting juvenile laws and policies.
High Quality Education for Incarcerated Youth – Webinar
A panel of legal experts, policy advocates, and education leaders from Rising Scholars; Youth Law Center; California County Superintendents; Forward Change; and San Diego, Mendocino, and Los Angeles County Offices of Education join OYCR Director Katherine Lucero and Dr. Michael Massa, OYCR Education Subject Matter Expert. They discuss effective higher education pathways for youth in juvenile detention settings, offer guidance around individualized education services, and identify a range of resources available to them.

Dr. Jeffrey A. Butts, Research Professor and Director of the Research and Evaluation Center at John Jay College of Criminal Justice, City University of New York, joined OYCR Director, Katherine Lucero, and Scott MacDonald, OYCR Justice Consultant and former Chief Probation Officer of Santa Cruz County, to discuss positive youth justice—what it means and why it’s important to incorporate this model into the full justice system process.
End Girls Incarceration with Vera Institute of Justice – Webinar
OYCR’s Director Katherine Lucero, County Liaison for Northern California Counties’ and EGI Lead Nancy Desiree Victor is joined by leaders from Vera Institute of Justice in this webinar highlighting Vera’s National Initiative to End Girls Incarceration (EGI).
This initiative aims to zero out the incarceration of girls and gender-expansive youth in the United States’ juvenile legal system by 2030. As part of this national effort, Vera and OYCR partnered together and launched the End Girls’ Incarceration in California Action Network in January 2023.
